A memorandum of cooperation has been signed between the Ministry of Labor, the League of Child Rights Defenders, and the Mother’s Home International Foundation


The recent signing of a memorandum of cooperation between the Ministry of Labor, Social Protection, and Migration of the Kyrgyz Republic, the League of Child Rights Defenders, and the Mother’s Home International Foundation has become a significant event for social policy in Kyrgyzstan. This document serves as an example of joint efforts between the state and civil sectors in protecting the most vulnerable segments of the population and emphasizes the importance of a systematic approach to supporting children and families in difficult situations.

From the state's perspective, the memorandum opens doors to address a number of key tasks. It includes the development of mechanisms for early detection of family crises and the enhancement of qualifications for social work specialists. Joint initiatives will form the basis for improving inter-agency cooperation, expanding alternative forms of guardianship, and effectively utilizing resources, including international experience and practices of non-profit organizations. This approach will increase the flexibility and focus of the assistance system, which, in turn, will make it more effective.

An important part of this cooperation is the implementation of the Ene үйү project, which is a resource center providing support to mothers and children in crisis situations. This project aims to prevent abandonment of newborns and to preserve the family as the primary environment for a child's development. Psychological support, medical assistance, social and legal consultations, as well as temporary support help women overcome difficult times without harming themselves or their children. Such measures contribute not only to improving specific living conditions but also to reducing the level of social orphanhood, which in turn creates a more stable social environment.

Substantively, the memorandum aligns with modern international trends that emphasize prevention and family-based care rather than institutional care. Kyrgyzstan demonstrates openness to partnership models, unlike several neighboring Central Asian countries where social assistance remains primarily a government responsibility. Here, collaborations with NGOs and foundations are actively developing, which enhances the effectiveness and timeliness of assistance.

The significance of such initiatives is confirmed by real stories. The media has repeatedly mentioned cases of young women who lost their housing during pregnancy. Crisis centers provide them with temporary housing, medical assistance, and help with employment. These young mothers subsequently become independent and successful, raising their children. Their examples vividly illustrate how timely support can change the lives of entire families.

The Deputy Minister of Labor, Social Protection, and Migration, Ainura Orozbaeva, positively assessed the signed memorandum. She noted that “the document represents a real tool for strengthening social protection, which will allow for quicker responses to the needs of families.” According to her, “the unification of efforts between the state and public organizations creates a more accessible and comprehensive assistance system,” adding that “the development of preventive programs is an important contribution to the long-term stability of society and the well-being of future generations.”

Thus, the signing of the memorandum can be considered a step towards a more mature and human-centered social policy. The partnership enhances the capabilities of the state, expands the range of assistance, and creates conditions under which women and children in difficult life situations receive not only immediate support but also a chance for a safe and sustainable future.
