The reason for this is the insufficient regulation in the current legislation, which does not allow for a clear definition of the mechanism for mandatory registration for those citizens who permanently reside in Kyrgyzstan but hold foreign licenses. This creates difficulties in accounting for drivers and in monitoring compliance with traffic rules, as well as in holding them accountable for violations.
In light of the above, the Ministry of Internal Affairs proposes to introduce mandatory registration of all foreign driver's licenses at the State Center for Registration of Motor Vehicles for citizens of Kyrgyzstan.
Additionally, it is planned to add articles to the Code of Offenses concerning liability for the untimely registration of foreign licenses: for individuals, the fine will be 30 calculation indicators (3,000 soms), and for legal entities — 130 calculation indicators (13,000 soms).
After the adoption of this law, the procedure and deadlines for registration at "Unaa" will be determined by the Cabinet of Ministers.
