According to decree No. 80, signed on February 10 by the Chairman of the Cabinet, Adylbek Kasymaliev, the documents that are mandatory to be stored in paper form after the creation of their digital duplicates include:
- documents proving the identity of citizens of the Kyrgyz Republic and foreign citizens, including documents for stateless persons, such as residence permits and refugee certificates;
- military registration documents;
- certificates of state registration of civil status acts issued by foreign competent authorities, along with their notarized translation into the official language;
- documents related to citizenship, asylum, residence permits, as well as "Meken-kart" that must be stored according to established deadlines;
- documents confirming the employment and work experience of citizens, as well as reports related to investigations of workplace accidents;
- documents on education, qualifications, academic degrees, and titles issued both in Kyrgyzstan and abroad, with notarized translations;
- documents issued by military educational institutions;
- documents of the National Archival Fund of the Kyrgyz Republic that are subject to transfer or have already been transferred for permanent storage;
- acts issued by inquiry, investigation, or court bodies on various cases, including decisions of the Constitutional and Supreme Courts;
- founding documents of non-profit legal entities, as specified in the procedure for state registration;
- notarial acts, such as wills and contracts;
- documents creating financial and property obligations for the state;
- materials on state procurement and contracts;
- documents on real estate, including cadastral plans and licenses;
- books of state registration of civil status acts;
- documents on intellectual property, such as patents and trademarks;
- acts of emergency commissions;
- international agreements and protocols;
- documents on strict reporting forms with protective elements;
- logs of mandatory registration, if provided for by law;
- certificates confirming the right to social support and pensions;
- documents on state awards and prizes;
- medical records of outpatient and inpatient patients.
