In Bishkek, the implementation of digital technologies for parking is starting. Signs with QR codes will replace municipal parking attendants, who have been familiar to residents for many years. The system will now operate exclusively on a cashless basis.

Where will digital payment be implemented?

Currently, the QR system is operating in test mode on several sections of five streets. Soon, it is planned to expand — cashless payment will be implemented on another 16 streets, mainly located in the city center. According to the Municipal Enterprise "City Road Transport Infrastructure" (under the mayor's office), 1,000 QR codes will be installed throughout 2026. The updates do not apply to private parking.

What are the revenues from parking?

The city hall is confident that the electronic payment method will simplify the process for citizens, as they will no longer have to hand cash to parking attendants. Additionally, the authorities acknowledge that previously not all funds reached the budget.

“Now the funds will go directly to the local budget, which will help avoid corrupt schemes,” the city hall emphasizes.

The director of the Municipal Enterprise "City Road Transport Infrastructure," Bakai Asylbek uulu, shared information about the results of implementing QR payments on pilot streets, noting an increase in revenues.

“On Turusbekov Street (from Moscow to Chuy Avenue), before the introduction of QR codes, the collections were about 37,400 soms per month, and after switching to the digital system, they increased to 258,292 soms. Orozbekov Street (from Toktogul to Kievskaya) showed an increase in collections from 22,000 to 51,251 soms per month,” he reported.

At the same time, for non-payment of parking, fines will amount to 1,000 soms for individuals and 5,000 soms for legal entities.

The editorial team of Kaktus.media visited the section on Orozbekov Street, where the new system has already been implemented. During the peak of the workday, around 1:30 PM, the situation on-site turned out to be ambiguous.

Despite the presence of signs with QR codes, the problem of chaotic parking persists. Cars parked in designated spots are alongside vehicles in the second row, narrowing the roadway to one or one and a half lanes, creating traffic jams and hindering movement. The question of whether the city hall is receiving payment from cars parked in the second row remains open.
