Deputy of the BGC stated about the mafia that is causing Bishkek's budget to lose funds

At the meeting of the commission on municipal property, land issues, urban planning, and architecture on February 11, Deputy Ergeshov raised the issue of the number of parking lots and municipal parking spaces in Bishkek.

According to the information provided by the deputy director of the municipal enterprise "City Road Transport Infrastructure," Talaibek Asenov, the capital has 45 parking lots and 23 municipal parking spaces, as well as areas near seven markets that can accommodate over 3,000 vehicles. The rental rate is 25 soms per parking space. Last year, the city budget received 82 million 868 thousand soms from parking and other services, such as electric charging stations.

The deputy was interested in why 50 soms are charged at the markets, while the established rate is 25 soms.

Asenov confirmed that part of the parking lots had been leased to entrepreneurs, which was the reason for the discrepancy. To eliminate the human factor, a payment system through QR codes is planned to be implemented.

In the first half of the year, it is planned to install one thousand QR codes, and another thousand in the second half, which will cover 80% of the parking spaces.

“The first QR codes were implemented on five streets: Turusbekova, Bezymyannaya (near the Orto-Sai market), Orozbekova, Togolok Moldo, and Ibraimova. This year, installation is planned on Shopokova Street,” Asenov added, noting that 203 QR codes have already been installed, which has increased revenues in these areas from 600 thousand to 1.6 million soms.

Ergeshov expressed dissatisfaction that Shopokova Street requires improvement due to heavy traffic and congestion, and asked about measures against violators who do not pay for parking.

Asenov responded that violations are currently being recorded using cameras, and video footage is sent to the Patrol Police Department. “Very soon, drones will also be used to record violations. The project is in development,” he noted.

The deputy reminded that the city hall had previously promised to increase parking revenues to 200 million soms, but in his opinion, this amount is not being reached due to a lack of control.

“I recommended a person to you who wanted to lease the parking lots and work diligently. But we were informed that contracts have already been signed until the end of the year. You have your own interests, corrupt schemes, and there is a mafia. This system needs to be checked, a commission should be created, and it should be brought under control. I also propose to raise the rates at large markets to 50 soms,” Ergeshov stated.

The deputy director of the municipal enterprise responded that with full digitalization, the enterprise could earn more than 200 million soms.
