Scientists of the National Academy of Sciences expressed their views on the idea of early presidential elections

In light of the discussions surrounding the so-called "Letter 75," representatives of the scientific community have expressed their opinion on the legal untenability of the idea of holding early presidential elections in Kyrgyzstan. This was stated in an official appeal signed by the president of the National Academy of Sciences, Kanatbek Abdrakhmatov, and the director of the Institute of State and Law, Doctor of Law Kairat Berdaliev.

The document emphasizes that the demands for the early termination of the powers of the current president are not supported by legal norms. Sadyr Japarov, elected for a six-year term on January 10, 2021, continues to perform his duties in accordance with the laws in effect at that time.
The legitimacy of Japarov's mandate, according to the appeal, is beyond doubt.
With the adoption of the new Constitution at the referendum on April 11, 2021, which established a five-year term for the president, it was stipulated that the current head of state, elected in January 2021, continues to perform his functions for six years, which is classified as the first term.

The statement also notes that in April 2025, amendments were made to the constitutional law on elections, according to which the next presidential elections should be held on the fourth Sunday of January in the year when the term ends. Thus, the authors of the appeal believe that the demands for early elections contradict the principles of the rule of law and may threaten the stability of the authorities.
Furthermore, the document contains an assessment of the economic aspects mentioned in "Letter 75."
Representatives of the academic community note that the increase in external debt from $4.2 billion to $5.4 billion is related to the implementation of infrastructure projects and the transition to a "development debt" model. At the same time, it is emphasized that budget revenues have increased more than fourfold, and gold and foreign exchange reserves have risen from $2.8 billion to $10 billion.

The authors of the appeal also point out that inflation in the country is mainly of an imported nature. Nevertheless, the indexing of pensions, benefits, and salaries has allowed for an increase in the real incomes of the population. It is also noted that the number of Kyrgyz citizens living in Russia has decreased from 900,000 to 341,000, which is associated with an increase in business activity within the country.

In conclusion, representatives of the scientific community confirmed the absence of legal grounds for early elections, expressed support for the current course of the republic's leadership, and called for the unification of society and adherence to the Constitution.
