
In 2026, more than 42 billion soms are planned to be allocated in Kyrgyzstan for the support of the agro-industrial complex. This was announced by Bakyt Torobaev, the Minister of Water Resources, Agriculture, and Processing Industry, during his speech in the Jogorku Kenesh, where he spoke about preparations for the spring fieldwork.
The minister emphasized that to ensure the quality and timely conduct of spring work, as well as to support farmers and aggregators, the government is implementing several state projects and investment programs.
Among these initiatives, the following can be highlighted:
- “FSH-14”
- “KAPK”
- “FOTP-2”
- “Development of breeding farms ‘Asyl-tukum’”
- “Development of seed-growing nurseries”
- “Development of the meat cluster in Chui region and Bishkek city”
- “Improvement of water-saving technologies”
The projects are being implemented with the participation of the following financial organizations:
- Asian Development Bank (ADB) – “Development of additional value chain in climate-resilient agriculture”
- World Bank – “Sustainable Development of Agro-Food Clusters”, “ADAPT – Resilience of Territorial Pastoral Communities”
- Program “Regional Economic Development”
- Social Partnership Fund for Regional Development
- KOICA – “Strengthening the value chain of agricultural products through support for post-harvest yield management system in Kyrgyzstan”
Bakyt Torobaev also noted that due to the increased attention of President Sadyr Japarov to the agricultural sector, the following financial resources are planned for 2026: 6 billion soms from the republican budget; 1.5 billion soms from a special account; 11 billion soms from the state investment project (SGI); 14.3 billion soms from capital investments directed towards irrigation, clean water, and veterinary laboratories. Within the framework of seven state projects to support the agro-industrial complex, 9.3 billion soms are allocated.
The total funding volume exceeding 42 billion soms will be used for the development of agriculture. The minister noted that these measures are aimed at supporting farmers and aggregators, as well as improving irrigation infrastructure and the sustainable development of the agro-industrial complex.
