The meeting was chaired by the Deputy Prime Minister, Minister of Water Resources, Agriculture, and Processing Industry Bakyt Torobaev, as well as the Minister of Economy and Commerce Bakyt Sydykov.
Representatives from the Cabinet of Ministers, various agencies, as well as international partners and UNIDO experts participated in the discussion.
During the meeting, the Regulations on the National Coordination Body were adopted, which define its mandate, functions, structure, and the procedure for interaction between agencies.
This program marks the transition from the framework agreement signed in July 2025 to a managed "project phase," which includes the selection of initiatives, distribution of roles, and adjustment of coordination mechanisms.
The main goal of the program is to enhance the competitiveness of the industry, increase export opportunities, implement new technologies and innovations, develop industrial infrastructure and human capital, as well as promote sustainable and "green" growth.
The government agencies identified key areas of cooperation: the agro-industrial complex, light and pharmaceutical industries, digital transformation and innovation, as well as tourism. UNIDO experts also presented directions for technical assistance, including the establishment of integrated agri-food parks, the development of aquaculture and fisheries, improving digital competencies, and implementing "smart" urban solutions, as well as measures to enhance competitiveness in the textile and pharmaceutical sectors.
The year 2026 will serve as a starting point for practical initiatives and the formation of a project portfolio, while 2027 and 2028 will be crucial for:
- expanding the project portfolio (transition from pilot projects to sector packages);
- mobilizing financial and technical resources for specific initiatives (negotiations with partners, donors, and development institutions);
- establishing effective inter-agency governance to ensure projects are not delayed and are launched on time;
- developing infrastructure components, including industrial infrastructure and related areas — competencies, digital solutions, standards, and technological chains.
As a result of the meeting, the organizers noted that the following steps were identified: the formation of a project portfolio, the development of inter-agency interaction mechanisms, and the activation of efforts to attract resources to ensure the timely launch of initiatives and achieve priorities in the country's industrial development.
