In 2025, the Ombudsman Institute of the Kyrgyz Republic received nearly 10,000 appeals


In 2025, the Ombudsman Institute of the Kyrgyz Republic recorded 9,672 appeals from citizens. As a result of their analysis, 141 response acts were sent to government agencies, of which 122 were successfully executed. Additionally, 109 officials were held accountable for disciplinary violations. This information was provided by the institution's press service.

The most common complaints were related to socio-economic rights, totaling 324. Of these, 95 appeals concerned issues in the fields of education and healthcare. Complaints were also noted regarding labor and housing issues, protection of property rights, and social security.

The Institute pays special attention to the rights of women, children, and people with disabilities. During the reporting period, 49 women sought legal assistance, of which 29 reported cases of domestic violence. 36 statements concerned children's rights, and another 56 citizens needed help with alimony recovery.

Furthermore, assistance was provided to citizens in obtaining passports and identity documents, as well as in protecting freedom of religion. 12 individuals requested assistance with extradition matters.

Attention was also given to compatriots abroad. There were 14 appeals from Russia, 8 from Uzbekistan, 2 from Kazakhstan, and 1 from Belarus. Legal assistance was also provided to foreign citizens from Turkey, Afghanistan, Pakistan, Libya, the Czech Republic, Germany, and Egypt.

Throughout the year, the Institute's staff conducted 811 monitoring activities. Of these, 328 were in places of detention, 90 in military units, 48 in stationary social institutions, 133 in educational institutions, and 54 in medical organizations.

The majority of response acts were directed to healthcare and educational institutions, law enforcement agencies, and local self-government bodies. A response act is an official document that is prepared in the event of identifying violations with the aim of rectifying them and holding the offenders accountable.

Ombudsman Jamila Jamambaeva noted that the observance of human rights and freedoms is the foundation of a stable and developing state, calling on government agencies for more active cooperation in this area.
