Starting from March 1, 2026, changes regarding the grounds for terminating employment contracts with foreign workers will come into effect in Russia. According to information published in the media, employers will now be able to dismiss migrants not only in the case of nationwide restrictions but also as a result of decisions made at the regional level.

The new rules will allow for the prohibition of hiring foreign workers in certain sectors of labor, which has already occurred, for example, in the Moscow region, Krasnodar Krai, as well as in Novgorod and Nizhny Novgorod regions. In these regions, existing regulations limited the employment of foreigners working under a patent in a number of sectors.

Previously, employers could face fines of up to 1 million rubles or the threat of suspension of their activities for non-compliance with these norms, which in turn made the dismissal of employees potentially illegal. However, the new amendments will eliminate this legal gap, providing employers with a clear right to terminate employment contracts in the specified situations.
