In Russia, the Moscow region and St. Petersburg have become leaders in the number of labor migrants
The total number of foreigners employed in the country under a patent reached approximately 2.3 million in 2025, while in 2024 this figure was 2.1 million.
The most sought-after place of employment for migrants in 2025 was Moscow, where about 631,000 foreign citizens worked under a patent. The Moscow region took second place with over 427,000 migrants, while St. Petersburg rounded out the top three with more than 260,000 labor migrants.
The top five regions with the highest number of foreign workers also included the Tyumen and Sverdlovsk regions. In these regions, more than 64,000 and approximately 58,000 migrants worked respectively in 2024.
At the same time, the Chukotka and Nenets Autonomous Okrugs were the least attractive for labor migrants: in the Chukotka region, only 461 citizens from other countries worked under a patent, while in the Nenets region, there were 396.
