The master plan is impossible without a tram. The city hall responded to citizens' criticism.

Discussing the project of the new general plan, the Bishkek city administration responded to criticism regarding the proposal to abandon the construction of tram lines. The city authorities deemed this opinion unfounded and provided a detailed response.

In its statement, the city administration noted that the opinion about the "low average speed of trams" is not true: the average speed of a regular tram is 17-18 kilometers per hour, while a bus is 19-20 kilometers per hour. At the same time, trams have a higher passenger capacity.

The general plan project includes the implementation of a light rail transit (LRT) system, which will operate on dedicated lanes with priority at intersections, thanks to an intelligent transportation system. According to calculations, the speed of movement will be 20-30 kilometers per hour, and the capacity will be up to 15,000 passengers per hour.

According to representatives of the city administration, the costs of constructing the LRT are significantly lower than those for a metro, monorail, or cable car, and the project implementation timeline is shorter.

Additionally, the general plan includes the creation of a bus rapid transit (BRT) system, which consists of high-capacity buses that will move on separate lanes, mainly along central dividing sections. Its capacity will be up to 9,000 passengers per hour.

The city also plans to develop a network of dedicated lanes for regular and electric buses. However, the city administration emphasizes that the organization of routes and the payment system are not within the scope of the general plan — this is a separate area of transportation services.

In response to proposals for a "two-level road" and "electric train," the city administration noted that overhead transport, similar to the metro, is economically unfeasible: its construction and operation require significant costs, and accessibility for passengers and transfer opportunities would be worse. Furthermore, the geological conditions in Bishkek and the need to demolish existing buildings make underground metro construction within the general plan impossible.

The general plan also provides for the creation of a system of transport interchange hubs (TIH) at three levels, starting from Manas Airport and ending with internal railway stations and intersections of tram and metro bus lines. These hubs are intended to become the foundation of the city's transfer model by 2050.

The city administration emphasized that the routes for high-speed transport were determined based on actual passenger flows.

Proposals for organizing high-speed off-street transport towards Kashka-Suu or Koi-Tash were deemed unfounded due to low passenger movement density.

We remind you that the general plan project until 2050 was presented by the municipality for public discussions in early October last year, which concluded in December.
