According to Zhoomartova, the presidential decree introducing the "Bala Berekе" payments will come into effect on January 1, 2026, but actual payments will only start after the child turns one year old. This means that the first payments will be made in 2027.
This program is aimed at mothers living in mountainous areas who have given birth to a fourth child or subsequent children. The amount of assistance varies depending on the birth order: from 100,000 soms for the fourth child to 2 million soms for the tenth and subsequent children.
To receive the payment, the applicant must have lived in the specified area for at least two years prior to applying.
Applications for the payment can be submitted within six months after the child turns one year old. The funds will be transferred to the mother's bank account.
The ministry also noted that in the case of twins or triplets, they will be counted as fourth and subsequent children, and payments will be made for each child separately according to the established amounts.
According to data from the National Statistics Committee, in 2024, 1,900 mothers who gave birth to four to ten children were registered in Kyrgyzstan.
