Rules for the payment of benefits have been established by the Ministry of Justice.

In Kyrgyzstan, the procedure for payments under the "Bala Bereke" program has been approved, as reported by the Ministry of Justice.

This initiative aims to provide one-time support to mothers of multiple children living in high-altitude and remote regions of the country.

Starting January 1, 2026, payments will be assigned to mothers (citizens of Kyrgyzstan and qayrylman) who give birth to their fourth and subsequent children. The benefit will be issued when the child turns one year old.

The amounts of payments under the "Bala Bereke" program are as follows:

- for the fourth child — 100,000 soms;

- for the fifth — 600,000;

- for the sixth — 800,000;

- for the seventh — 1 million;

- for the eighth — 1.2 million;

- for the ninth — 1.5 million;

- for the tenth and subsequent children — 2 million.

To receive the benefit, several conditions must be met:

Residence: the mother must have lived in a high-altitude or remote area for at least two years at the time of application.

Deadlines: the application must be submitted within six months from the moment the right to receive the payment arises (after the child turns one year old).

Order: when considering the number of children, all previous children are taken into account, including those who have passed away (if there is a birth certificate).

The "Bala Bereke" payment will not be assigned in the following cases:

- if the applicant provides false documents;

- if the children are under full state care;

- in the absence of documents confirming permanent residence in high-altitude or hard-to-reach areas;

- if the mother of multiple children is not a citizen of Kyrgyzstan, except in cases where she has the status of qayrylman;

- in the event of the child's (children's) death before reaching one year;

- if registered citizens do not reside in high-altitude or hard-to-reach areas;

- in cases of deprivation or restriction of parental rights, being declared missing, incapacitated, being in medical institutions, serving a sentence, or evading child upbringing;

- if the mother works on a rotational basis or as a seasonal worker and does not reside there permanently.

Applications can be submitted electronically through the "Tunduk" system or in person at the local department of the Ministry of Labor, Social Protection, and Migration.

A decision on the assignment of payments is made within five working days, and funds will be transferred to the applicant's bank account within two working days after a positive decision.

The program will be funded from the republican budget. In the event of the mother's death before the child turns one year old, a state children's deposit will be opened in the child's name.
