Children under 16 in Kyrgyzstan no longer need registration to obtain a passport
As of January 23, 2026, changes regarding the submission of documents for a civil passport for citizens of the Kyrgyz Republic who have not reached the age of 16 will come into effect.
According to the State Enterprise "Kyzmat," it is no longer required to have a registration, which was previously a mandatory condition for obtaining a passport.
In the absence of one of the parents at the time of application submission, it is possible to use a notarized consent, available in the "Electronic Notary" information system. This system allows employees to obtain the necessary information using the applicant's unique code. All powers of attorney issued in the Kyrgyz Republic are integrated with the automated information systems of the Public Service Centers (CОN).
Additionally, there is now the possibility of canceling registration at the place of residence or temporary stay based on a notarized power of attorney. Previously, personal presence of the registered individual at the CОN was required for this.
When changing ID cards, a new reason has also been added - the change of nationality of one of the parents.
All these changes have been implemented in accordance with the Cabinet of Ministers' resolution No. 856 dated December 31, 2025.
