Children under 16 in Kyrgyzstan no longer need registration to obtain a passport.

Since January 23 of this year, the rules for issuing a civil passport for children under 16 have changed. The press service of the state institution "Kyzmat" announced the simplification of the document submission process.

Now, obtaining a passport no longer requires confirmation of registration at the place of residence (registration), which was previously mandatory.

If one of the parents cannot be present when submitting documents for the child's passport, a notarized consent can be obtained through the "Electronic Notary" information system. This allows employees to easily access the necessary information if the applicant has a unique code.

All powers of attorney issued on the territory of Kyrgyzstan are integrated with the automated information systems of the Public Service Centers (CОН).

Additionally, the state institution "Kyzmat" reported the possibility of removing citizens from the registration account at their place of residence and stay based on a notarized power of attorney. Previously, the personal presence of the registered individual at the Public Service Center was required for this.

For citizens changing their ID cards, a new reason has been added — the change of nationality of one of the parents.

“All of the above changes were implemented in accordance with the resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 856 dated December 31, 2025,” the message specifies.
