In Kyrgyzstan, children under 16 no longer need registration for a passport.

Since January 23 of this year, the process of submitting documents for a general civil passport for children under 16 years old has been simplified in the Kyrgyz Republic. Now, registration is not required for its issuance, which was previously a mandatory condition, reports the press service of the State Institution "Kyzmat".

As the agency informs, if one of the parents cannot be present when submitting documents for a minor's passport, a notarized consent can be obtained through the "Electronic Notary" information system. This simplifies the process, as employees will be able to obtain the necessary information using the applicant's unique code. All powers of attorney issued in the country are linked to the automated systems of the Public Service Centers (CОN).

Additionally, it is now possible to remove citizens from the registration account at their place of residence and stay based on a notarized power of attorney, which previously required personal presence at the CОN to obtain an extract.

Furthermore, for citizens changing their ID cards, a new item has been added — the change of nationality of one of the parents.

All these changes have become possible thanks to the Cabinet of Ministers' resolution No. 856, adopted on December 31, 2025.
