In Kyrgyzstan, the process of obtaining passports for minors has been simplified
As of January 23, 2026, the requirements for issuing civil passports for individuals under the age of 16 in Kyrgyzstan have changed. According to the press service of the state institution "Kyzmat," there is now no need for registration at the place of residence when submitting documents for a passport.
Additionally, changes have been made regarding cases where one of the parents cannot be present during the application submission. Notarized consent is now available through the Electronic Notary system, and employees can obtain the necessary information using the applicant's unique code.
All powers of attorney issued in Kyrgyzstan are now integrated with the automated systems of the public service centers (TsON). This simplifies the process of deregistering citizens from their place of residence and temporary stay based on a notarized power of attorney.
Furthermore, for citizens who are changing their ID cards, a new reason for document replacement has been added — the change of nationality of one of the parents.
These changes were implemented in accordance with the resolution of the Cabinet of Ministers.
