Ministry of Internal Affairs: Homeowners' Associations Will Be Able to Conduct Prevention Under the Noise Law
The law enforcement agencies are already recording violations
At a meeting of the parliamentary committee on law and order, Deputy Minister of Internal Affairs Oktay Urmambetov reported that homeowners' committees will have the opportunity to carry out preventive measures under the noise law.
During the discussion, the deputies reviewed amendments to the Code of Offenses of the Kyrgyz Republic, as well as to the laws "On the Basics of Preventing Offenses" and "On Noise".
As Urmambetov noted, this concerns granting powers to law enforcement agencies, local self-government, and managers of apartment buildings to ensure compliance with legislation.
He added that the existing regulations already allow for fines to be imposed on violators: 10,000 soms for individuals and 28,000 soms for legal entities. "We have three types of equipment to measure noise levels. This year, we received 62 complaints about noise from ventilation systems and 79 from musical instruments. So far, 30 protocols have been drawn up, with a total fine amounting to 604,000 soms," the deputy minister clarified.
As a result of the meeting, the committee members supported the bill in the first reading.
