The program was implemented in the activities of probation authorities with the goal of fostering safe and respectful behavior, as well as reducing the risk of recurring instances of domestic violence.
The main objectives of this initiative include:
- training in constructive communication and emotional management skills;
- awareness of the consequences of violent actions for family members;
- development of personal responsibility and understanding of legal consequences;
- changing attitudes and beliefs that contribute to violent behavior.
It is worth noting that, according to the Ministry of Internal Affairs, 19,995 cases of domestic violence were recorded in the first 11 months of 2025, which is a 27.5% increase compared to the same period in 2024.
For the first time in the republic, enhanced protection orders have been introduced, utilizing electronic bracelets and mobile monitoring. The first 15 violators of public order in Bishkek received such bracelets.
