The Housing Committee approved a bill for obtaining an international loan for drinking water supply.
During the meeting of the committee of the Jogorku Kenesh, which deals with agricultural policy, water resources, and environmental protection, the deputies reviewed a draft law on the ratification of a loan agreement with the OPEC Fund. This draft law pertains to the program "Universal Access to Water Supply and Sanitation (Phase 1)" and was signed on September 23, 2025, in Bishkek. The project was approved in the first reading.
The Deputy Minister of Water Resources, Agriculture, and Food Processing, Zhanibek Kerimaliev, reported that the project's goal is to improve access to safe drinking water and sanitation for 126 settlements in the Osh, Chui, and Issyk-Kul regions. The total funding for the program will amount to 200 million dollars, of which 20 million dollars will be provided by the OPEC Fund for International Development. The loan will be issued for a period of 20 years with a grace period of 5 years and an interest rate of 1.25% per annum.
Deputy Erkayim Seytkazieva asked which specific villages in the Ysyk-Ata district of the Chui region will be involved in the work to provide clean drinking water.
The head of the Department of Drinking Water Supply Development, Azamat Almanov, responded that at the first stage, 23 villages in the Sokuluk district of the Chui region are planned to be covered, and 6 in the Panfilov district. Currently, the Ysyk-Ata district is not included in the list, but it will be considered in the second stage, he added.
"Construction is planned in Novopokrovka, Lower Nooruz, and the village of Ivanovka," noted Almanov.
