According to the initiator, excessive consumption of alcoholic beverages leads to an increase in mortality, deterioration of the social environment, and a rise in crime rates, as well as domestic violence and divorces.
Regular consumption of alcohol contributes to an increase in crime and violence in society.Mamataliev believes that introducing a ban on the sale of alcohol during nighttime will help reduce the level of violence and crimes related to alcohol, as well as protect the health of citizens and decrease the number of cases of alcohol dependence.
According to the deputy's proposal, the sale of alcoholic beverages will be prohibited from 11:00 PM to 8:00 AM the following day, with the exception of:
- the sale of alcoholic beverages by organizations, peasant (farm) households, and individual entrepreneurs providing catering services;
- the sale of beer, beer drinks, cider, poire, and mead by individual entrepreneurs within the framework of catering;
- the sale of alcoholic products in duty-free shops for individuals leaving Kyrgyzstan.
