At the recent meeting of the Jogorku Kenesh, a draft law concerning amendments to the law "On the personalized (individual) accounting of citizens of the Kyrgyz Republic for the purposes of mandatory state social insurance" was discussed. The report on the project was presented by Nursultan Kubanov, the First Deputy Minister of Digital Development and Innovative Technologies.
Kubanov noted that the main goal of the draft law is to eliminate internal contradictions and streamline the process of assigning personal identification numbers (PIN) to citizens of Kyrgyzstan, foreigners, and stateless persons. "The process of assigning PINs is carried out through the automated system 'Records of Civil Status Acts.' Despite the existence of a unified database and control functions, technical errors sometimes occur, which is the reason for the proposed amendments," he explained.
Deputy Dastan Bekeshev inquired about the number of citizens who have double and triple PINs. Kubanov responded that previously about 300 thousand people faced this problem; however, 200 thousand have already received a solution, and currently, about 100 thousand Kyrgyz citizens continue to experience difficulties.
As a result of the discussion, the draft law was approved in the first reading.
