Ministry of Digital Development: Men will not be able to receive women's PINs, and women will not be able to receive men's.
The personal identification number (PIN) for female citizens of Kyrgyzstan starts with the digit 1, while for male citizens it starts with the digit 2.
According to current legislation, there are provisions allowing citizens to change their assigned PIN at birth. The Ministry of Digital Development proposes to clarify that "the procedure for assigning and changing PINs is determined by the Cabinet of Ministers," which should expedite the process of making changes.
However, this proposal has sparked genuine interest among the deputies. Dastanbek Jumabekov expressed concerns that the new powers of the Cabinet could lead to arbitrary changes in citizens' personal identification numbers.
“What if someone from Kyrgyzstan decides to change their identity? There are cases in the world where women become men and vice versa. If they want to officially register this change, will the Cabinet have the authority to change their PIN based on its decisions?” the deputy asked.
Kubanov responded, assuring that “a man cannot become a woman, and a woman cannot become a man.”
Earlier, while discussing this bill, the Deputy Director of the State Institution "Kyzmat," Ernes Dosaliev, reported that in the republic, a man who became a woman had requested a quick resolution regarding his PIN.
