The norms of the SEZ may be adjusted for the retro car museum in Bishkek.



The National Investment Agency under the President of Kyrgyzstan has initiated discussions on changes to the regulations concerning free economic zones (FEZ).

According to the draft resolution, the requirements for fencing and access rules for tourist and exhibition facilities in the FEZ are being updated, including the planned retro car museum in Bishkek.

The main goal of these changes is to create conditions that promote investment in the tourism sector, support exhibition activities, and fulfill the Investment Agreement for the reconstruction of the former Western bus station building in Bishkek (Jibek Jolu Avenue, 605), which was signed on April 28, 2025, between the Cabinet of Ministers and LLC "Invest KJ Holding".

The project also includes requirements to ensure the necessary level of visual openness of the exhibition complex's boundaries, while considering security aspects.

Key tasks of the document:

  • creating a legal basis for revising technical requirements for the fencing of tourist facilities in the FEZ;
  • developing fencing in accordance with modern architectural standards for exhibition and museum complexes and the urban landscape of the capital;
  • ensuring comfortable access for visitors to the retro car exhibition and museum complex;
  • increasing international interest in Kyrgyzstan as a year-round family tourism destination;
  • stimulating growth in tax revenues from facilities located around the exhibition complex.
The project description emphasizes that the proposed changes will allow the use of modern materials for the fencing of tourist facilities in the FEZ, drawing on international experience — for example, the use of glass facades and barriers, as seen in the Louvre and the Grand Egyptian Museum, as well as the CANNANO exhibition center in Guangzhou.

The document also includes the establishment of rules for visiting the retro car exhibition complex, which will be located in the building of the former Western bus station, taking into account the requirements of the "Bishkek" free economic zone.

The necessity of adopting this resolution is explained both by the fulfillment of the investment agreement and by the functionality of the facility — the exhibition and museum complex. The focus is on moving away from traditional concrete barriers in favor of more aesthetic and open materials, as well as creating conditions for visiting the complex, including for foreign tourists, considering the specifics of the FEZ regime.

The implementation of the investment project must be completed by August 31, 2025, with an expected investment volume of over 875 million soms.
