The Ministry of Construction has presented for discussion a draft regulations on the design of court buildings.
This project aims to create a unified set of mandatory requirements for the design of service premises for the courts. This is necessary to ensure the effective functioning of the judicial system, enhance security, and create comfortable working conditions for judicial bodies.
The document will apply to the design of new buildings and the reconstruction of existing facilities, including the Supreme Court and local judicial institutions. It will also be relevant when developing projects for major repairs, with the scope of requirements determined according to the design assignment.
The justification for the project emphasizes that currently, general construction norms are used in the design and construction of court buildings, which do not fully take into account the specifics of judicial activities, such as the separation of flows of process participants, safety for judges and staff, as well as the creation of proper working conditions. The development of departmental norms aims to streamline and unify these requirements.
The project was created by an interdepartmental working group formed in accordance with the instruction of the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, dated December 2, 2025 (number 21-32406). The order to establish the working group was signed by the Ministry of Construction on December 11, 2025 (number 656).
The set of rules includes requirements related to planning and zoning, engineering solutions, safety, and accessibility of premises. In particular, it is planned:
- To separate flows within buildings: for visitors, judges, and staff, as well as for individuals in custody, taking into account different corridors, lobbies, and stairs/elevators.
- To ensure accessibility for people with limited mobility, including mandatory compliance with standards for people with disabilities and requirements for elevators in buildings with three or more floors (a minimum of two elevators, one of which must be accessible for wheelchair users).
- To implement security measures, including designated areas for installing metal detectors at entrances, alarm systems in important premises, requirements for safe doors for archives and armories, as well as conditions for convoys and cell zones.
- To address fire safety and engineering requirements, including separate norms for smoke removal in archive and storage rooms without windows, and general requirements for the engineering systems of buildings.
Additionally, the document contains a list of construction norms that can be relied upon, including norms for fire safety, design of public buildings, planning, lighting, and accessibility.
