Russia will conduct an experiment on targeted recruitment of migrants for work

A program for targeted recruitment of migrants is being launched in Russia, aimed at selecting and preparing workers even before their entry into the country. The project will cover all regions except Moscow and the Moscow region, as reported by the media citing the relevant decree.

According to information from the document, the implementation of the project will take place in various regions of Russia, excluding the capital and the Moscow region. The tasks of the project will be overseen by agencies such as the Ministry of Internal Affairs, the Ministry of Labor, and other specialized executive authorities.

The key stages of the experiment have been defined:

• by May 15, 2026, it is necessary to prepare and present to the government draft federal laws required for the implementation of the experiment;


• by December 1, 2026, the Ministry of Internal Affairs of Russia must create a special information system designed for the targeted recruitment of migrants;


• also by December 1, 2026, a mobile application will be developed in collaboration with the Ministry of Digital Development, which will simplify the process for migrants to participate in the experiment.

The Federal Labor Agency and local authorities will need to conduct consultations for entrepreneurs hiring migrants by December 10, 2026, and subsequently annually, focusing on compliance with labor legislation and various regulatory acts.

Upon completion of the experiment, the Ministry of Internal Affairs and the Ministry of Labor of Russia, together with interested agencies, must prepare proposals for integrating the results obtained into Russian legislation on a permanent basis by October 30, 2030.
