Master Plan of Bishkek-2050. Will cable cars, highways, and multi-level parking lots appear?

During public hearings dedicated to the General Development Plan of Bishkek until 2050, citizens proposed ideas for the creation of cable cars, highways, and multi-level parking lots. Representatives of the city hall responded to these proposals, providing detailed explanations.
Regarding highways, the municipality confirmed that this proposal will be taken into account in future planning.
As for the cable car, the city hall noted that it cannot be an alternative to existing public transport systems. This mode of transportation is only effective in conditions of significant elevation changes or when there are serious obstacles, where the construction of other transport routes is economically unfeasible.
Additionally, residents suggested the mandatory construction of multi-level parking lots in each district, emphasizing that such facilities take up less space and require lower costs compared to shopping centers or residential buildings, as they mainly consist of concrete structures. One participant in the discussion cited Chicago as an example, where the presence of multi-level parking lots in each block, accommodating up to a thousand cars, helped avoid traffic jams.
In response, the city hall stated that the General Plan focuses on creating large multi-level parking lots near key public facilities, such as markets. The issue of parking in courtyards goes beyond the tasks of the General Plan, and its resolution should occur at the stage of developing detailed plans and specialized project solutions.
The General Plan also proposes to consider the possibility of constructing multi-level parking lots within walking distance from residential neighborhoods with high-density development, taking into account compliance with regulations on the placement and capacity of parking in new residential areas, while it is important to maintain a balance of green spaces and public areas.
In conclusion, city hall representatives emphasized that all existing green spaces and historical monuments will be preserved in Bishkek, and plans are in place to increase the area of green plantings.
