The Ministry of Labor is preparing a new consolidated institution for prosthetics and rehabilitation

The Ministry of Labor, Social Welfare, and Migration has presented to the public a draft resolution concerning the reorganization of certain institutions in the social sphere. The aim of this project is to optimize management and reduce bureaucratic barriers.

The explanatory note specifies that the document has been developed in accordance with the decisions of the Interagency Commission, which oversees the implementation of the Decree of the President of the Kyrgyz Republic dated March 10, 2025, No. 83, aimed at increasing efficiency and reducing bureaucracy in the public service.

As part of this reorganization, it is planned to merge the Republican Institution of Prosthetic and Orthopedic Products (RIPOP) with the Rehabilitation Center for Persons with Disabilities, which is also under the Ministry of Labor.

According to the project, the Rehabilitation Center will be joined to RIPOP, resulting in the creation of a new institution that will handle both prosthetics and restorative rehabilitation for people with disabilities. The reorganization also includes the transfer of staff, financial resources, and material and technical base.

Currently, RIPOP has 159 staff positions, while the Rehabilitation Center has 46.5. During the reorganization process, it is planned to eliminate duplicating administrative and service positions in the Center, including the positions of director and chief accountant, as well as technical staff (0.5 positions each). The majority of personnel will be retained, as the profile of the institutions will remain the same.

In addition, the project introduces new management positions, such as the first deputy director - chief engineer and deputy director for production and rehabilitation activities. A chief physician will also be appointed, responsible for providing restorative and rehabilitation services, including the possibility of hospitalization.

After the merger, the total staffing schedule of the new institution will consist of 201.5 positions. Both institutions are already operating in the same building, and utility expenses are currently paid by RIPOP.

The total payroll fund, taking into account the salary increase for technical and junior staff, amounts to 2,631,341 soms. After the reduction of four staff positions, it will decrease to 2,598,394 soms, resulting in savings of 32,947 soms.

Furthermore, the project proposes to annul several government resolutions that regulate the work of individual institutions and commissions in the field of medical and social expertise and rehabilitation.

The Ministry of Labor also noted that to prevent a legal vacuum, a draft order is being developed in parallel, which will approve new regulations and charters for state institutions under the ministry's management. This document is currently being finalized, taking into account suggestions and comments from interested state bodies.
