During the meeting of the Committee on Labor, Health, Women's Affairs, and Social Issues, Deputy Gulnara Baatyrova called attention to the importance of providing medical services to labor migrants within the framework of the Eurasian Economic Union.
Director of the FOMS Azamat Mukhanov noted that according to the current EAEU regulations, migrants have the right to receive preferential medical assistance. However, in practice, compliance with these regulations leaves much to be desired.
“This is especially true for citizens of Kyrgyzstan in Russia, where the mandatory health insurance (MHI) regulations are not always fully implemented, despite the requirements of Article 96 of the EAEU treaty. In this regard, lawsuits have been filed with the Russian authorities regarding the failure to fulfill MHI obligations. This issue was discussed last November during the visit of Russian Deputy Prime Minister Alexey Overchuk to Bishkek,” he added.
Furthermore, the deputy emphasized the problems faced by migrants without employment contracts. This category encounters the greatest difficulties in accessing medical care, which requires additional intergovernmental regulation.
