President Zaparov signed the law on the FOMS budget for 2026

The President of Kyrgyzstan, Sadyr Japarov, has signed a bill concerning the budget of the Mandatory Health Insurance Fund (MHIF) for 2026, as well as for the planned years 2027 and 2028.

According to the adopted law, the total volume of income and expenses of the MHIF for 2026 will amount to 10,737,596.0 thousand soms. The budget of the Mandatory Health Insurance Fund for the next planned period has also been approved.

The document includes the formation of the income part of the MHIF budget for 2026 and the approval of expenses for the specified period. The budget for 2027-2028 will be formed on a programmatic basis.

According to the law, 2,057,870.4 thousand soms will be allocated from the republican budget as appropriations for the MHIF for each of the three years — 2026, 2027, and 2028. The unspent funds from the republican budget are subject to return to the corresponding budget.

The volume of funds to be transferred from the Social Fund to the MHIF budget has also been determined: in 2026 — 6,503,418.2 thousand soms, in 2027 — 6,911,898.5 thousand soms, and in 2028 — 7,472,258.3 thousand soms. The Social Fund has been tasked with ensuring timely transfers of insurance contributions throughout the year.

The volume of cash flow for the MHIF budget for 2026 has been set at 541,951.5 thousand soms, which will allow for the fulfillment of expenditure obligations in case of emergencies, such as natural disasters or terrorist acts.

The law also grants the Cabinet of Ministers the authority to make changes to the parameters of the MHIF budget within the approved volumes and defines the procedure for additional financing if necessary. If the income parts of the republican budget and the Social Fund budget cannot be fulfilled, the amounts of appropriations and insurance contributions may be reduced.

Changes to the budget law may be made no more than twice a year — by June 1 and November 1. In the event of a state of emergency, the Cabinet can redistribute funds among healthcare organizations, with subsequent amendments to the law.

The main standards for the payment of medical and other services provided by healthcare organizations for the Single Payer for 2026 have been established. The MHIF has been granted the authority to administer and execute the budgets of healthcare organizations, as well as to ensure timely payment for the services rendered.

The law allows for the carryover of unspent funds to the next budget year and introduces accountability for the heads of healthcare organizations for the targeted use of funds. Funds used in violation of the legislation must be returned to the corresponding budget.
