Deputy of the Parliament: The Maritime Code of the Kyrgyz Republic is 90 percent copied from the Moldovan one

Dastan Bekeshev, a deputy of the Jogorku Kenesh, expressed the opinion that the new draft Maritime Code of Kyrgyzstan is largely borrowed from Moldovan legislation.

He reported that after loading the document, he discovered a reference in its metadata to the "Code of Commercial Navigation of Moldova, in effect since 1999 and updated in March 2024." Bekeshev also noted the presence of technical indicators confirming the borrowing.

“I was shocked, is it really that bad in our office? I instructed artificial intelligence to check the texts — the result showed that the matches are about 90%,” the deputy added.
Despite criticism from some members, the draft law received support from the committee on budget, economic, and fiscal policy.
The draft code aims to create a legal framework for the development of maritime transport and the use of vessels under the flag of Kyrgyzstan. It articulates the right of a landlocked country to favorable access to maritime routes and freedom of navigation in accordance with international law.

The code covers various aspects, including the transportation of cargo and passengers, fishing, scientific research, rescue operations, and other types of water activities. It also plans to establish a state register of vessels, which will be accessible to both local and foreign owners.
As a place for vessel registration, Bishkek is proposed, and the name BISHKEK, written in Latin letters, must be indicated on the sterns of the vessels.
Additionally, the draft law includes the establishment of a maritime administration responsible for maritime safety, maintaining the register, and ensuring compliance with international standards.

It is noted that military vessels and ships transporting nuclear materials will not be able to register under the flag of Kyrgyzstan.
