The Housing Committee approved the noise regulation bill

As part of the third reading, members of the housing committee, which deals with issues of the judiciary, law enforcement, combating crime, and countering corruption, discussed the draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic (to the Code of Offenses, the laws 'On the Basics of Offense Prevention' and 'On Silence')."

This draft law aims to improve the prevention of offenses and the observance of silence. In particular, it proposes amendments to the Code of Offenses and the existing laws on the prevention of offenses and on silence.

According to the proposed amendments, the list of admissible evidence in cases of offenses is expanded — they can now be documented not only on paper but also in electronic format, including documents with electronic signatures, as well as photo and video materials.

One of the main innovations will be the clarification of the Law "On Silence." In particular, it is proposed to allow noisy events on New Year's Eve, from 10:00 PM on December 31 to 3:00 AM on January 1, thus excluding New Year's night from the general regime of silence observance.
During the discussion, Deputy Dastan Jumabekov suggested extending this permission to Independence Day, and the initiators agreed to consider this proposal.

The draft law also introduces a new article concerning the prevention of noise violations. According to it, homeowners, management companies, and neighborhood committees will have the right to participate in preventive measures, including conducting explanatory work, documenting cases of noisy violations, and submitting relevant acts with evidence to the competent authorities for the preparation of protocols.

Moreover, the powers of entities involved in the prevention of offenses will be expanded — they will be able to participate in the legal education of citizens and document facts of noise violations for subsequent submission to state and municipal authorities.

Deputy Ulukbek Uzakbaev noted the necessity of providing accountability for those who document noise violations. He expressed concerns that without this element, the law could lead to conflicts between neighbors based on personal animosities and create more negativity.

As a result, the deputies approved the proposed draft law.
