Law on Silence. Parliament Requests to Lift the Ban on Two Holidays
The deputy commented on the proposal from the Cabinet of Ministers regarding changes to the Code of Offenses and laws related to the prevention of offenses and maintaining silence.
According to the new version of the bill, it is planned to allow noisy events related to New Year celebrations from 10:00 PM on December 31 to 3:00 AM on January 1. This will allow New Year’s Eve to not be subject to the general rules of maintaining silence.
"This is the right decision; however, I also insist on extending the celebration time for Independence Day on August 31. This is a significant day for our people when people celebrate the holiday in the squares," added Jumabekov, urging the Ministry of Internal Affairs to consider his proposals at the next reading.
Deputy Minister of Internal Affairs Oktobyr Urmambetov confirmed that Independence Day will be included in the list of exceptions in the second reading of the bill.
It is important to note that this bill aims to amend several legal acts related to the prevention of offenses and maintaining silence. It proposes adjustments to the Code of Offenses and laws on the prevention of offenses and silence.
The project also expands the list of admissible evidence in cases of offenses — they can be presented in both paper and electronic form, including documents with electronic signatures, as well as photo and video materials.
Furthermore, the bill introduces a new article concerning the prevention of noise violations, empowering homeowners, management companies, and neighborhood committees to participate in this activity. They will be able to conduct explanatory work, record noise violations, and submit relevant reports with evidence to the authorized bodies for the preparation of protocols.
It is also proposed to expand the powers of entities engaged in the prevention of offenses, allowing them to participate in the legal education of citizens and document facts of noise violations for submission to state and municipal authorities.
