Regulations of the Housing Code. Deputies approved changes to the rules for expedited law adoption
The initiator of this bill was Deputy Nurbek Sydygaliev.
According to him, the main idea is to clarify the process of adopting bills in the second and third readings simultaneously or within the framework of three readings at once.
The current version of the regulations stipulates that a bill can be adopted in an expedited format if the majority of factions and deputy groups have given a positive conclusion, and the relevant and responsible committees have presented their recommendations.
“According to the proposed changes, a stricter procedure will be established: for expedited consideration, a positive conclusion from all factions and deputy groups, as well as the relevant committees, will be required. If at least one faction or group expresses a negative opinion, the bill will not be able to be adopted immediately in the second and third readings or in three readings at once and will be subject to the usual consideration process,” the justification of the document states.
Nurbek Sydygaliev emphasized that the existing norm may limit the ability of some factions to express their political position during the discussion of bills. Therefore, it is proposed to enshrine the requirement for the consent of all factions and deputy groups to ensure the active participation of all parliamentary associations in the legislative process.
The bill was approved by the deputies in three readings.
