
A large educational campus is planned to be created in Bishkek, which is the result of cooperation between the presidents of Kyrgyzstan and Russia. This project fits into the concept of forming an Eurasian educational space.
Deputy Gula Kuzhokulova, representing the relevant committee, informed the correspondent of VB.KG that the Agreement on the construction of the student campus was reviewed by the Committee of the Jogorku Kenesh, which deals with international affairs, defense, and migration.
She clarified that the Law on the ratification of this Agreement received support from deputy groups and committees and was adopted by the parliament in three readings.
The student campus will operate based on the Kyrgyz-Russian Slavic University, named after the first President of Russia B. N. Yeltsin.
Campus for 15 thousand students
According to the official data provided, the campus project is designed for 15 thousand students and includes:

Gula Kuzhokulova noted that the campus will be built in the format of a full-fledged student town.
Location of the campus
A plot of land of at least 30 hectares will be allocated for the campus in the Baytik Baatyr rural district of the Alamudun region of the Chui province, which is located in the growing agglomeration of Bishkek.
Terms of the agreement
According to Kuzhokulova, the Kyrgyz side is responsible for providing the land plot and connecting it to engineering networks such as electricity and water supply. Legal formalization of the land plot is also provided.
The costs of construction, including equipment and educational materials, will be borne by the Russian side through the Government of the Russian Federation.
International project and new opportunities
The campus will become a high-tech educational cluster that meets modern requirements. This will give students the opportunity to receive quality education and realize their ambitions. Kuzhokulova emphasized that the project has an international character, which will open opportunities for student exchanges and participation of foreign faculty members.
In her opinion, this will allow for the development of academic ties and the implementation of modern educational practices. She also clarified that this will not lead to the replacement of local specialists.
“Our teachers will not lose quality. On the contrary, such initiatives will contribute to the exchange of experience and the enhancement of professional skills,” she added.
Moreover, the project takes on special significance against the backdrop of the rapid development of digital technologies. Students of KRSU will receive two diplomas — Kyrgyz and Russian.
“In the era of digital technologies, it is especially important to maintain live interaction between students and teachers, as well as between different cultures and educational systems. This creates a true educational atmosphere,” the deputy noted.
Position of the parliament
The Jogorku Kenesh unanimously approved the Law on the ratification of the agreement regarding the construction of the KRSU campus.
The document was signed between the Cabinet of Ministers of Kyrgyzstan and the Government of Russia on November 26, 2025, in Bishkek.
Implementation timelines
Construction of the campus is expected to begin this year, with project completion anticipated by 2032.
