At the meeting of the Jogorku Kenesh held on March 12, a resolution was adopted concerning the implementation of previously approved measures to combat cyber fraud in the banking sector and the internet.
The support for this document is based on the resolution of the Jogorku Kenesh dated June 25, 2025, No. 3297-VII, which aims to intensify the fight against fraudulent activities in these areas.
Deputy Mederbek Aliyev, who initiated the proposal, reported that the Cabinet of Ministers, the General Prosecutor's Office, and the National Bank have been tasked with providing quarterly reports on actions taken to combat fraud. He noted that in recent years, new fraudulent schemes have emerged that cause significant financial harm to many citizens.
Aliyev also added that state structures should conduct systematic analysis and improve their efforts to prevent such crimes.
During the discussion, Deputy Altynbek Kylchbaev emphasized the need to improve legislation regarding dropper schemes, pointing out that such schemes often involve youth and minors.
Another deputy, Elvira Surabaldiyeva, raised the issue of the activities and resources of the cybersecurity department in the Ministry of Internal Affairs. Gula Kozhokulova highlighted the importance of protecting banking databases, while Zhyldyz Egemberdieva pointed out the problem of the spread of false information and defamation through fake accounts on the internet.
