
The deputies discussed and approved a draft resolution concerning the fight against fraud in the internet and banking sectors, which was presented by the Jogorku Kenesh. This document is the result of the implementation of the resolution dated June 25, 2025, No. 3297-VII, aimed at countering fraudulent activities.
The initiator of this resolution was Deputy Mederbek Aliyev. He noted that the main goal of the document is to strengthen the interaction of law enforcement agencies. In particular, the Cabinet of Ministers, the General Prosecutor's Office, and the National Bank must inform the Jogorku Kenesh quarterly about the measures taken to combat internet fraud.
According to Aliyev, new schemes emerging in the banking sector cause significant harm to thousands of citizens. "The mentioned authorities have been tasked with actively working to counter internet fraud and conducting systematic analysis in this area," he added.
During the discussion, Deputy Altynbek Kylchayev emphasized the importance of refining legislation regarding dropper schemes, noting that such schemes often involve youth and minors.
Deputy Elvira Surabaldiyeva drew attention to the work of the cybersecurity department of the Ministry of Internal Affairs and its resources. In turn, Gulya Kozhokulova raised the issue of protecting banking databases, while Zhyldyz Egemberdieva pointed out the problem of the spread of false information and defamation through fake accounts online.
