Sadyr Japarov: After the reform, the GKNB will become a real special service, like the former KGB

The President of Kyrgyzstan dismissed the head of the State National Security Committee (GKNB), Kamchybek Tashiev.
“The GKNB will focus on fulfilling its core tasks, such as intelligence, counterintelligence, protecting the constitutional order, as well as combating terrorism, extremism, banditry, and drug trafficking. They will retain the right to conduct investigative actions in these areas. They will not interfere in the economy. The activities of the GKNB and the composition of its staff must remain confidential. After the reform, it will become a real intelligence agency, like the former KGB. The Ministry of Internal Affairs (MVD) will also be limited in its functions,” emphasized Sadyr Japarov.

In Kyrgyzstan, there has been talk of creating an investigative committee. Why is this necessary?
The President clarified that investigative powers will remain with the relevant authorities.
“Of course, a list will be drawn up, and the law will determine which powers are transferred to whom. A new investigative committee will be created, to which all investigative functions will be transferred. The General Prosecutor's Office and the Military Prosecutor's Office will oversee the legality of the work of all agencies. If the question of creating an investigative committee arises, we must think about the future and the sustainability of the state,” he added.
Sadyr Japarov noted that both operational staff and investigators work in the GKNB and MVD.
“They all report to one minister. For example, if an operative improperly handles a case and frames a person for arrest, the investigator can refuse to accept the case, stating that it will not stand in court. However, the minister can call the investigator and order him to take the case. In this case, the investigator has no choice and must initiate the case. Unfortunately, cases of injustice do occur. The investigative committee will report directly to the president and will not accept cases that are unfounded. Thus, citizens who have become victims of injustice will be freed, and human rights will be upheld at a level of 95%. This will ensure the safety of future generations,” he explained.
As for economic cases, the president noted:
“The situation will be similar: if a person has indeed committed a crime, they will be arrested; if not, they will be released. Two independent bodies will be able to make more balanced decisions. These measures will be implemented in the future, for which the necessary buildings and technical infrastructure will be prepared. After the decree is issued, the relevant draft laws will be submitted to the Jogorku Kenesh, and after discussion, organizational work will begin. This year we have planned the SCO summit and the World Nomad Games, so we will start implementing the reform next year,” concluded the president.
