The President expanded women's participation in the public administration system

The decree was signed by President Sadyr Japarov.


In order to achieve gender balance in the public administration system, President Sadyr Japarov has signed a new decree concerning amendments to several existing legal acts.

The document provides for the following measures to form a personnel reserve for political, state, and municipal positions:

– implementation of quotas limiting the representation of one gender to 70 percent

– ensuring gender equality, whereby candidates from the less represented gender will have an advantage when being included in the reserve

– creation of a professional development system and removal of barriers based on traditional gender stereotypes, which will ensure equal access for women leaders to managerial positions in public service and municipalities.

According to the decree, by 2027, women must make up at least 30 percent of the total number of candidates in the personnel reserve for management positions.

Furthermore, in state and municipal institutions, the proportion of women leaders should not be less than 20 percent, with plans to increase this figure to 30 percent by 2030.

The decree comes into effect ten days after its signing.
