Toktorbaev was appointed as mayor on January 23, 2022. This month he turned 58 years old, and prior to his appointment, he served as a deputy of the Jogorku Kenesh of the VII convocation from the "Ata-Jurt Kyrgyzstan" party.

In September 2025, the country's president issued Zhenishbek Toktorbaev a severe reprimand for improper performance of his official duties.
In December of last year, Toktorbaev was awarded the "Dostyk" order of the Republic of Uzbekistan for his contribution to the development of interstate cooperation.
It is worth noting that Zhenishbek Toktorbaev is a classmate of the former head of the State National Security Committee, Kamchybek Tashiev. Although official sources do not link these personnel changes, political circles suggest that this coincidence may not be accidental.
