Minister of Justice Ayaz Bayetov criticized the pace of debureaucratization in the government apparatus

At a meeting of the interdepartmental commission on debureaucratization held at the presidential administration under the leadership of Prime Minister Adylbek Kasymaliev, Minister of Justice Ayaz Bayetov expressed dissatisfaction with the progress of reforms. In his opinion, the progress in implementing initiatives over the past year has been insufficient, although a consensus has been reached among state institutions.

Bayetov noted that there are still unresolved regulatory issues that hinder the transfer of powers and the implementation of institutional changes, including regarding the enhancement of the independence of the National Academy of Sciences.

He emphasized the need for accelerated development of regulatory acts and specific reform plans.

During the meeting, Minister of Finance Almaz Baketaev presented information on the budgetary support for reforms and assessed the needs for digital projects. Proposals for the possible reorganization of the treasury functions with the transfer of operations and personnel to the state bank "Kylım Bank" were also discussed.

Minister of Health Kanaybek Dosmambetov reported on the implementation of Presidential Decree No. 331 concerning the enhancement of the competitiveness of health care institutions. Following the discussion, he received an oral reprimand for the untimely execution of certain assignments.

Representatives of the Supreme Court and the General Prosecutor's Office pointed out that the requirement for full-scale online broadcasting of court sessions is not being adequately fulfilled: often only edited versions of recordings are published. In response, Adylbek Kasymaliev instructed to strengthen control over this situation and ensure the coordination of technical conditions for live broadcasts.
At the end of the meeting, oral remarks were made to the Minister of Science, Higher Education, and Innovations, as well as to his supervising deputy, for delaying the process of developing regulatory documents.
The Prime Minister emphasized that debureaucratization remains one of the key priorities of state policy and called for achieving concrete results within the established deadlines, as well as for improving interdepartmental coordination and monitoring of the execution of assignments.
