Eighth Meeting of the Commission on Debureaucratization: The Head of the Cabinet Announced Oral Remarks to Ministers
The eighth meeting of the Interagency Commission on Debureaucratization of the state system took place at the Presidential Administration, chaired by the Prime Minister of Kyrgyzstan, Adylbek Kasymaliev. The main focus of the meeting was on assessing the implementation of protocol assignments related to the Presidential Decree of March 10, 2025, No. 83, aimed at improving efficiency and reducing bureaucracy in the public service. Steps to accelerate digitalization, simplify administrative processes, and enhance the quality of public services were also discussed.
Finance Minister Almaz Baketaev presented a report on the funding of initiatives related to debureaucratization, as well as an assessment of budgetary needs for digital projects. In his speech, he emphasized the reorganization of the Treasury's functions, which involves the complete transfer of operations and personnel to the state bank "Kylım Bank".
Kanibek Dosmambetov, Minister of Health, reported on the progress in implementing Presidential Decree No. 331 of November 28, 2025, aimed at strengthening the potential and competitiveness of public health institutions. During the discussion, the head of the Cabinet expressed dissatisfaction with the untimely execution of some assignments and proposed appointing curators from among the deputy chairmen of the Cabinet to ensure stricter control.
Representatives of the Supreme Court and the Prosecutor General's Office reported on the progress of digitalization in the judicial system, the introduction of electronic document management, and the modernization of IT infrastructure. They also spoke about measures taken by the prosecutor's office to ensure compliance with deadlines for providing public services and to prevent abuses. It was noted during the discussion that the requirement for full online broadcasting of court hearings is not yet fully met: instead of live broadcasts, sometimes edited recordings are published. The Chairman of the Cabinet instructed the relevant department to take control of the issue of live broadcasts and agree on technical conditions.
Gulzat Isamatova, Minister of Science, Higher Education, and Innovations, informed about the progress in fulfilling the assignments of the Interagency Commission regarding the enhancement of the independence of the National Academy of Sciences. However, Ayaz Bayetov expressed the opinion that the progress over the year has been insufficient, as regulatory issues remain unresolved despite the consensus reached among government agencies.
As a result of the meeting, oral remarks were made to the ministers of science, higher education, and innovations, as well as to their deputy, indicating the need to expedite the preparation of necessary regulatory acts and plans for the transfer of powers.
In conclusion, the Prime Minister outlined several key tasks: strengthening interagency coordination, assigning curators to the relevant deputy chairmen of the Cabinet, monitoring the execution of assignments, and prioritizing resource support for pilot projects on digitalization and debureaucratization. He emphasized that debureaucratization remains a top priority of state policy, requiring accelerated completion of tasks and achieving specific results within established deadlines.
