Balbak Tulobaev was previously a deputy of the VII convocation of the Jogorku Kenesh and held several significant positions in government and local self-government. Among his achievements are his work as the authorized representative of the government in the Issyk-Kul region and temporary leadership of the Bishkek city hall.
It is worth noting that the position of head of the parliament's apparatus is one of the key administrative roles in the Jogorku Kenesh and is appointed by the decree of the speaker.
The parliament's press service reported that they have no information about the possible appointment of Tulobaev.
The current head of the apparatus, Kutman Tursunkulov, was appointed to his position on December 19, 2025.
