In Kyrgyzstan, the norms on local self-government and administrative boundaries will be revised
One of the key points is the proposal to change the name "Jalal-Abad" to "Manas" in Article 2 of the Law "On Administrative-Territorial Units at the Level of Rural Areas and Cities of the Kyrgyz Republic."
Additionally, the project clarifies the boundary of the city of Gulcho, which will be approved based on a schematic map and a new appendix describing this boundary.
A significant portion of the proposals affects the Law "On Local State Administration and Local Self-Government Bodies." In particular, the draft law suggests removing mentions of kurultai, including articles related to the powers and functions of local authorities.
The procedure for dissolving local councils will also be clarified. In the event of a change in the boundaries of an administrative unit that leads to its reorganization, the president must issue a decree to dissolve the local council within 30 days from the date the new law comes into force, unless a different term is established in the law itself.
It is important to note that renaming an administrative-territorial unit without changes to its boundaries will not be considered a reorganization and will not lead to the dissolution of the local council.
Another innovation will be the obligation of local self-government bodies to monitor compliance with norms regarding the conduct of family and ritual events, including their format and scale.
In the justification for the draft law, it is emphasized that the proposed changes are comprehensive and systemic in nature, aimed at updating legislation, increasing the efficiency of local authorities, and optimizing budget expenditures.
The developers are confident that the adoption of this draft law will not lead to negative consequences in the social, economic, or legal spheres.
