Deputy and Deputy Minister Engaged in Verbal Dispute at Housing Committee Meeting

During the meeting of the committee of the Jogorku Kenesh, which deals with industrial policy, transport, the fuel and energy complex, architecture, and construction, a lively discussion erupted between deputy Akylbek Tumonbaev and Deputy Minister of Construction Talantbek Imanakun uulu.
The agenda included issues related to the formation of prices for services and the work of the Ministry of Construction, Architecture, and Housing and Communal Services, as well as rising prices in the construction sector. Tumonbaev expressed dissatisfaction, pointing out that the deputy minister had previously commented ironically on the deputy request of Kunduzbek Suimanov, stating that 680 facilities were being constructed, while earlier it had been about two or three.

“There was no funding before. Now the Ministry of Construction cannot find funds despite the allocation of budget resources. The agency has become a ministry, and you talk about 680 facilities, but in fact, construction work has been suspended. Back in the 7th convocation of parliament, I visited the villages of Korumdu, Ichke-Suu, and Frunze to address issues with drinking water. Currently, the work is not completed, and I have already been elected to the 8th convocation. As Kamchybek Tashiev says, the president's term is expiring, and our term has ended, and we have been re-elected. You have no control, and you are deceiving us. Designers spend a year creating project and estimate documentation for schools and kindergartens. Previously, the minister who preceded Nurdana Kemelovich proposed using standard design projects for all social facilities, but now each new project requires a separate approach. Why can't standard solutions be used?” he stated, adding that over 5 million soms are spent on expertise and projects.

In response to these accusations, Deputy Minister Imanakun uulu explained that issues related to drinking water had been transferred to the Ministry of Agriculture. He urged Tumonbaev to provide honest answers, as part of the work remains with the Ministry of Construction.

“When 5% was left, it was with us; the rest was transferred to the Ministry of Agriculture. We have only 21 facilities related to drinking water across the republic; the rest have been transferred. You claim that facilities have not been constructed for 1-2 years; let’s be honest — there are no such facilities. After General Tashiev's visit to the Toktogul district, instructions were given within 15 days,” he replied.

The deputy also expressed dissatisfaction regarding the construction of the regional hospital in Karakol and asked how much time had passed since the work began. The deputy minister, in turn, inquired who exactly started the construction. The deputy could not answer but reminded that last year, the deputy ministers and the minister himself visited the site, giving instructions.

The deputy minister further clarified whether the facility was under the jurisdiction of the Ministry of Construction at that time. Tumonbaev replied that at the initial stage, the ministry had no responsibility, and in 2025, the facility was transferred under its jurisdiction. He asked what had been done over the past year.

Imanakun uulu stated that the construction of a new hospital next to the existing one was discussed. The deputy again asked about the specific actions taken over the year.

The deputy minister explained that local authorities need to prepare documents for the land plot, and only after that will work begin in the spring. Tumonbaev countered, pointing out that the foundation pit and platform were ready, and asked why work had not been carried out over the year.

Imanakun uulu responded that funding for the Ministry of Construction had not been allocated. “On what money should we build?” he asked.

Tumonbaev raised the issue of insufficient transparency in the situation again. The deputy minister confirmed that a funding application had been submitted. “How can we build if there is no money?” he repeated.

According to him, this year the facility has been included in the list of construction projects, and work will begin. The deputy called for providing accurate information: “Talant myrza, you need to provide correct data. You cannot shout at every deputy and intimidate them,” he said.

The deputy minister, for his part, noted that the deputy should also provide correct information. He added that previously hospitals were not under the ministry's jurisdiction, but now they have been transferred to it. “People are watching live and will think that we are doing nothing at all,” he added.

Tumonbaev emphasized the importance of accountability for allocated funds, the quality, and the volume of work performed.
Imanakun uulu assured that he could explain for each facility why it is being built or not built. He noted that in the Issyk-Kul region, 31 facilities have been completed over the year, adding that construction requires consideration of many factors, including seismic resistance requirements. The deputy minister suggested showing a facility in Issyk-Kul that has not been built for 10 years, promising to apologize if such a facility is found.

The deputy, in response, cited the example of the village of Korumdu in the Tyup district, where drinking water problems have not been resolved for 10 years. “Due to the lack of control, people are drinking water from ditches, risking diseases,” he stated, adding that he is ready to show the facility. The deputy minister agreed to go to the site with the deputy.
