"You Won't Scare Us with Oruntaev!" A Debate Between a Deputy and the Deputy Minister in the Jogorku Kenesh
The deputy also criticized the work of the Ministry of Construction, which boasted about the construction of 680 facilities, while, according to him, only two or three facilities were built in the past.
He added: "Previously, there was no money for construction, and now the Ministry of Construction is not looking for funds itself. Many facilities are standing idle. When we were in the VII convocation, we visited villages like Korumdu and Ichke-Suu due to a lack of water, and the problems are still unresolved. You do not control the process, yet you boast. Designers spend one to two years on the design documentation for schools. We asked to build kindergartens, schools, and hospitals based on standard projects, as the terrain is the same everywhere - mountainous. This would save both time and money," Tumonbaev emphasized, also inquiring how long the construction of the Issyk-Kul regional hospital in Karakol has been on hold.
The deputy minister, in turn, reminded Tumonbaev that the construction of this facility began before it came under the Ministry of Construction's control, which only received it last year. "You know who started building this facility," said Imanakun uulu.
To this, Tumonbaev asked what had been done during this time. Imanakun uulu replied that they plan to start construction in the spring and asked if funds had been allocated for the hospital. "No, they haven't!" he added.
Tumonbaev countered that it is necessary to demand the allocation of funds, to which the deputy minister explained that only this year the necessary funds were included in the budget to start construction.
The deputy insisted on the need for accurate information: "In any case, you won't scare us with Nurdana Kemelovich!"
In response, Imanakun uulu said: "Speak the truth. People are watching the meeting online and may think that we are doing nothing. I can explain why and how the construction is going. Last year, 39 facilities were built in Issyk-Kul. Isn't that good? Construction is not just working with sticks. Many factors must be considered, such as possible earthquakes. If something collapses tomorrow, who will be responsible for it?"
Tumonbaev emphasized that there are facilities that have not been completed for ten years already.
To this, Imanakun uulu replied that if the deputy shows such facilities, he will be ready to apologize.
Tumonbaev added that in Korumdu, people are forced to drink dirty water from ditches, which leads to illnesses in children. "I can show you this with the minister tomorrow," he noted.
Imanakun uulu agreed: "Okay, let's go together."
