According to him, high payments are received exclusively by rare specialists


Talantbek Imanakun uulu, the Deputy Minister of Construction, Architecture, and Housing and Communal Services, expressed his views on the high salaries in the institutions under his ministry during a meeting of the Jogorku Kenesh committee. He explained why such payments occur.

Imanakun uulu noted that architecture requires special knowledge and lengthy training: "While other specialists study for about 5 years, architects spend 6–7 years on this," he said.

He also pointed out that the cost of an architect's services in the construction market ranges from 15 to 20 dollars per square meter, which can lead to significant amounts for large projects. In his opinion, the state previously effectively transferred design work to private companies, which essentially "filled their pockets."

In response to ongoing complaints about bureaucracy and delays, especially in the construction of educational institutions, it was decided to create an architectural department capable of developing projects independently. For this, highly qualified architects and designers were attracted to the agency, who need to be offered competitive salaries to retain them in government structures.

As an example, he cited Nurlan Choroев, who earned 477,368 soms in one month by conducting a topographic survey over an area of more than 4,800 hectares. However, he only receives money based on the presence of orders and had no salary for four months. "Topographic surveying is a complex task that takes into account many aspects, including underground cables and pipes. This is a necessary step to start construction," added the deputy minister.

Furthermore, he emphasized that high salaries apply only to a narrow group of specialists — architects and technologists. According to him, there are only eight technologists in the country necessary for the construction of medical institutions. "We are essentially dependent on these eight people," noted Imanakun uulu.

He also touched upon the financial model of the ministry's work. According to him, only 45 employees receive salaries from the Ministry of Finance's budget, while more than 2,200 people receive not a single som from the state. "Our ministry is completely self-sufficient, not receiving budget funding, and at the same time pays taxes," stated the deputy minister.

He reported that the architectural department contributed 68 million soms in taxes to the budget in just one year.

The deputy minister added that his salary is 64,000 soms, while the average income of ordinary ministry employees is about 45,000 soms, which is lower than that of similar specialists in other government bodies.

Recall that earlier the Minister of Construction, Architecture, and Housing and Communal Services Nurdana Oruntaev reported that the salaries of employees of subordinate institutions could reach 500,000 soms, which caused a wide public outcry.
