"This is a precedent." Kuanyshbek Kongantiev named the risks of the Ministry of Construction's self-sufficiency.
In response to this question, Deputy Minister Talant Imanakun uulu explained that more than 2,000 employees are fully self-sufficient and pay taxes. According to him, there is a government resolution on the register of paid services, the rates for which are approved by the Antimonopoly Regulation Service.
Kongantiev emphasized the need to discuss this issue during the government hour.
“A controlling body that finances itself may face corruption and monopoly. If we allow this, we could suggest transferring the Ministry of Internal Affairs and the Prosecutor's Office to self-sufficiency as well. We know from history that there were once special accounts in the Prosecutor's Office, which were eventually abolished because they were used to replenish the Prosecutor's budget. This creates a precedent. Today it's the Ministry of Construction, and tomorrow it could be the Ministry of Energy and others. The principle of self-sufficiency needs serious reconsideration. I support high salaries for specialists of my level, of whom there are few, and whom we strive to attract. But the way finances are managed and the mechanism for obtaining them must be reassessed,” the committee chairman concluded.
