Deputy: Self-sufficiency of the Ministry of Construction may lead to monopoly and corruption

At a meeting of the committee of the Jogorku Kenesh on industrial policy, transport, and construction, Deputy Kuanychbek Kongantiev expressed his disagreement with the principle of self-financing used by the Ministry of Construction.

In his opinion, regulatory bodies should not finance themselves, as this could create conditions for monopolies and corrupt schemes. "I do not doubt the integrity, but I point out the potential risks. If we allow this, then why not transfer the Ministry of Internal Affairs and the Prosecutor's Office to self-financing? Experience shows that this can lead to problems, as has already happened with the special account in the Prosecutor's Office," he emphasized.

The deputy also noted the importance of fair wages for highly qualified specialists, but the very concept of self-financing needs to be reconsidered.

Earlier, Deputy Minister of Construction, Architecture, and Housing and Communal Services Talantbek Imanakun uulu shared information that the Ministry of Construction is the only state body operating on the principles of self-financing. According to him, 45 employees of the central office of the agency receive salaries from the state budget, while the remaining 2,236 workers earn income from contracts, which explains the high salaries of architects and other professionals.
